Parcel boundaries were developed at a scale of RF5000, and information on the parcel number (which can be linked to information on parcel ownership in a separate table) is included. A companion shapefile, TZ2006, contains landhooks and other non-parcel line information for the parcel maps. This file contains all active parcels and many inactive parcels as well. Inactive parcels are those adjacent to another parcel owned by the same landowner. Most inactive parcels do not have a corresponding grand list record. In some cases, where landowner information is known, the PARCLINE attribute in Parc2006_line.shp has been coded with a 'J' for a parcel line between common ownership. This file also contains a number of parcel subdivision boundaries where new parcel numbers have not yet been assigned and a corresponding grand list record has not been created. As such, there are instances where several adjacent parcel polygons with the same number and ownership exist. Land hooks in Tz2006.shp show common ownership. The accuracy of coding of active and inactive polygons and lines, and of subdividec parcels, is likely not great; this information has not been reviewed by the town in detail. The master data set for editing and parcel map plotting is in an ESRI Geodatabase. From that Geodatabase, three shapefiles are created: Parc2006_poly.shp and Parc2006_line.shp for parcel boundary information, and Tz2006.shp for non-parcel lines on the maps (land hooks, original lot lines, private roads, etc. A parcel mapping project between the Town and Windham Regional Commission began in 1997, initiated by the late Jules Junker, town zoning administrator. At that time, the town did not have any parcel mapping. Mr. Junker developed draft parcel maps using existing town information, and these maps were digitized by Windham Regional Commission. The digital data was then used to produce the final set of paper parcel maps. This work was done in 1997 and 1998 on a volunteer basis. Orthophotos from 1974 and 1990 were used to help locate features that may correspond with parcel boundaries. These work maps ("overlays") were then digitized by the Windham Regional Commission, and initial proof plots supplied to the town. The proof plots were reviewed, and corrections were made by the Town where additional information provided better parcel boundary locations. These corrections were made to the GIS data by WRC, and a second set of proof plots were supplied to the Town. The Town reviewed these plots for any missing data or incorrectly coded parcels. Final corrections were made, and a final set of maps provided to the Town.
